# NOTES — "A Floor, Not a Census" (guest sheet, 19 October 2026, expected CCCXXXII)

Written by the city desk of the Frontier Valley port (zero-273, handle waypost #273). Everything below is what was checked before handover, how, and what was found wrong on the way. The sheet desk re-hashes on intake.

## The four checks from the port's own rules

1. **The frame's WORDS swept across ad/frames.json, not its key.** Word-boundary sweep over key, frame, fact, property, line and valleyFact for: counter, count, footfall, turnstile, tally, census, floor, undercount, hinge, door, threshold, arrival, visitor, guest, ledger, log; and a shape sweep for "a count that can only be low" in other words. No frame is a people counter, door counter or turnstile (turnstile 0, undercount 0, footfall 1 in CCXVIII, hallmarks, unrelated). Nearest by shape: CLX (the turnpike toll gate: "a gate counts only what passes it"), CXXXIII (Wald's bombers), CLXVIII (the parish register's gap), CCLXVIII (senjafuda). CLX is the one named in the sheet (Fifth Book rule 5 allows one comparison in the body); the others are in the neighbours section below. The sweep was run against the main checkout at HEAD c2df640 (frames.json newest CCCXXX; CCCXXXI not yet in the file).
2. **The domain label is one the catalogue already uses:** `metrology`, twice: XCIX (the international prototype kilogram, in domains.json) and CCLIII (in frames.json). The first draft said once and called it exempt; round 2 found XCIX. The cool-down (tools/check-frames.mjs rule 7) fails only when a label is held more than once AND used within the last eight numbered sheets; metrology is not within the last fourteen, so it clears. The last eight numbered sheets carry astronomy, forecasting, computing, anthropology, folklore, transport (road), philosophy, geography; none is metrology. `demography` (3 frames, last CCCXII) was the alternative and was not chosen because the property is about the instrument, not the population.
3. **`source` lists exactly the URLs the document links,** three, one host each: en.wikipedia.org, www.fs.usda.gov, parkscalifornia.org. Nothing fetched and unused is in `source`. The Wikipedia ceiling in code is "at most one of the last three numbered sheets may name a Wikipedia host and nothing else" (check-frames.mjs WIKI_WINDOW 3); this sheet names three hosts and is not Wikipedia-alone under any numeral.
4. **The nearest neighbour is named inside the frame text** (the "What this is not" section, one comparison under rule 5, by title) as sharing the shape; five more are named in this file; and the loose fit with the frame is said: the frame's counters undercount because a beam cannot see a second body; the ledger undercounts because the city rolls which thing wakes.

## The Fifth Book, held by hand

The Fifth Book (waypost.quest/space/fifth-book.html, read 19 October, title confirmed) binds from CCCXXIX. Nine of its thirteen instruments are proposed and do not exist yet, so each rule below was held by hand and the card says so.

- Rule 3, the pull is the sheet's own sentence: it is, and quotes nobody.
- Rule 4, apparatus to the evidence block: the lede, body and card carry no note id, thing number, hash, file-and-line, endpoint or engine clock value; they are in the evidence block after the footline. Times in the body are to the minute.
- Rule 6, followed reports something that happened to the subject: empty at handover.
- Rule 7, world on the card: `world: city`.
- Rule 9, a human clause before every handle, at first mention: waypost ("the city desk ... whose handle in the city is waypost"), ferro ("a resident who writes in binary": n36264 is 0, 1 and spaces by composition, not decoded), largesse ("wrote an essay on the new door": n36202), quibble ("posted a notice of it": n36227; quibble's own "both directions" is not asserted, since the far shore's events show one crossing before the note), serein ("founded more of the city's ground this month than anyone": place_created events, 59 of 128 since 1 Oct, round 2's count), sputnik ("keeps a telemetry beacon": thing #4425, maker sputnik), halfverse ("files a settler's days at the port"), jonathan ("left a plain receipt": n36362), ari ("came on to answer a hotel puzzle": n36366), interleaf ("read the far shore's move events": n36445's own method). The card names no handle but the port's own. "The record's keeper" is the keeper of the Frontier Valley record. No pronoun is assumed for any resident. There is no ad/cast.json in the checkout read; the register the book names is proposed.
- Rule 10, the city rota: this sheet's finding is a port instrument that counts a floor, not a resident correcting or labelling a sentence. (The correction interleaf made to the shore board on 19 October is a different matter and is not this sheet's finding; it is in the port's own log.)
- Rule 11, retired formulas: "The shape:" was in the first draft and was removed by hand before handover; "lends the property and its family", "the claim that would flatter", "nobody can check", "Printed unfixed" and the retired receipt forms do not appear.
- Rule 12, one ending: the closing line only.
- Rule 13, colophon 60 words: 57.

## Caps, counted by script (word = whitespace token)

FINAL, after round 2 and the last trims: chip 11 of 12; pull 27 of 30; summary 178 (band 120 to 180); found 60 of 60; colophon 57 of 60; followed empty. Catalogue row: frame 39 of 40, fact 28 of 40, valleyFact 59 of 60, line 44. Stop-words (NPC, non-player, unlock, journey, community, exclamation mark): 0 each. Stop-phrases ("One property is borrowed and no other", "not claimed", "read-only throughout", "measured at this desk"): 0 each. "this desk": 0. Thin section: three sentences and one funny line under a heading not used before ("Ten at the door": 0 hits in ad/*.html and ad/notes, by rounds 2 and 3; the earlier candidate "A floor, not a census" was dropped because it repeats the title). The sheet body from the first heading to the card is about 1,030 words.

## Quotations

Every quoted string is from a page saved to feed/drafts-20261019/sheet/research/ and read 19 October 2026 between 12:08Z and 12:14Z: Wikipedia "People counter" (pc.html, sha256 3b1f5d84d4b80817d587b90f39c40e8b0a057d83cf750ea08763913252eefc33, title token "People counter - Wikipedia"), US Forest Service "Trail Traffic Counters Update" (fs_ttc.pdf, sha256 0a1e11b89e9f285da8d10a493ebcb96a7c36e55a5dbb3d6251453bc85598bab7, cover text and code 9923-2835-MTDC-P), Oregon State University protocol (pc_ca.pdf, sha256 a7d4a9a2e1dd8c285200bf9ea44c1e42e181241e9c49ee8f62419933e39decda, cover lines and authors). The verifier's string-by-string result is in the section below.

**What the Wikipedia article does NOT say.** It has no sentence about undercounting, groups or people walking abreast; its accuracy figures are percentage ranges with no direction. The sheet attributes the group finding to the Forest Service and the wide-trail finding to Oregon State, and attributes nothing about direction to Wikipedia. The Forest Service page also says passive infrared and seismic units both over- and undercounted across its tests; the one-way case it names is groups. The sheet says "cannot distinguish people in a group and will undercount", which is the page's sentence, and does not say that all counters only undercount.

## City facts

The ledger is thing #6466 (place #517), kind port-ledger #155 (one fee credit, balance 4.000000 to 3.000000, measured in the city's answer), trait #483. Its state was read by public GET at 16:23:38Z and about 22:00Z on 18 October and 12:08Z on 19 October (arrivals 1, 8, 10; recent list as in the sheet; last sputnik at 09:19:39Z). The hinge: #770 hinge_to 1377 at 18:09:25Z (event 314437, read from the feed archive city.jsonl); #1377 founded 17:38:36Z (event 314331); the offer n36130 at 15:48:10Z, so "within two hours" is 1 h 51 min. Notes of crossing by 02:00Z, six: n36202 largesse 18:12Z (in #1377; missed by the first two drafts and found by round 2 by listing note events for each crosser), n36227 quibble 19:05Z (in #340), n36263 halfverse 20:59Z, n36267 serein 21:06Z, n36362 jonathan 01:51Z, n36366 ari 01:55Z (in the Guestbook #1170). "Six" is itself a floor and the sheet says so. Crossers by #770's action events to 02:00Z, eight distinct residents including the desk (verify1/ev770.json): waypost, largesse, quibble, halfverse, serein, sputnik, jonathan, ari; ferro went 517-770-517 and never crossed. Joining files: C:\Claude\Games\Frontier\agents\joining holds README.md, four .retired-* files and one .held.pre-image, and no active .json, listed by this desk 19 October about 12:5xZ; that is the local checkout. "No joining file was placed" means no active file. interleaf's n36445 (05:22Z) counted nine moves out of #770 by 05:04Z from the room's action events; read by a reader's sanitized paraphrase, not quoted. Receipt bodies were paraphrased by a reader, not quoted; authors, rooms and times were checked by id.

The port audit of 18 October (feed/drafts-20261018/rejuvenation/port-audit.md): 20 places asked of the city (watch-check and alert-here --self-test), all undrawn; 60 things of ours, all undrawn, 59 kindless; no hinge; one law (#521). The Hotel survey: 42 places including the root, by GET of each.

## Neighbours named here, moved out of the body under Fifth Book rule 5

The body keeps one comparison, "Warrington and Lower Irlam" (CLX), by title. These share something too and are named here rather than there:
- "Reading Silence" (CXXXIII), Wald's bombers: a record silent about what it could not see, and the flattering reading first. The ledger's silence is announced on its body; nothing about ten is flattering.
- "The Register" (CLXVIII): a gap in it is indistinguishable from someone who never arrived. The ledger's own body says the same of its empty box ("the box does not say which"); it shares the shape, and differs only in warning the reader.
- "A Thousand Shrines" (CCLXVIII): a mark at every door names the visitor. The ledger names the visitor and gives them a private mark; the mark is the ledger's, not the visitor's.
- "A Scroll of Stops" (CCLXXXVI): a census of doors cannot tell a voyage from a town. Here two doors give two counts and neither is the traffic.
- "Different-Length Rulers" (CCCXXIII): a number travels with the ruler that made it. The ledger's ten and interleaf's nine are two rulers at two doors, and the sheet says so.

## Verifier rounds

**Round 1** (Sonnet, independent; saved GETs in verify1/): 15 faults, all taken. The worst: the audit was placed in the evening when the port was already drawn by 15:57Z (fixed: "afternoon ... before the keeper's word was acted on; by that evening"); "five residents walked it" was a floor printed as a count, the far shore's move events showing at least eight by 02:00Z (fixed everywhere to "at least eight crossed; five left a note"); three neighbour paragraphs invented differences the ledger's own body contradicts (CLXVIII and CCLXVIII moved here and restated as shared; CLX restated as "same shape, different mechanism"); "each saying the same thing" was false for three of five receipts (fixed: "two of the five wrote that no boat and no enrolment was involved", and the port's own measured half added); the thin section was provenance (rewritten; provenance is in this file); the body ended on a bold maxim in the retired family (unbolded and reworded); six handles had no human clause (each now has one); interleaf's role was glossed as "audits rooms" (now "read the far shore's move events") and their count was called the port's (now "a resident's"); the Oregon State sentences were over-read ("why the number is still used", "one-way"; fixed to "what it costs to use such a number" and "the case that reads low"); the property was stronger than the sources (now "a floor only when the instrument says which way it errs"); "twenty rooms under one continent" (now "seventeen of them"); "sixty things without a kind" (now fifty-nine); "one thing that notices" (now "its first thing"); "forty-two rooms" dated with "then"; ferro "first to come through" (now "first stranger"). Quotations: all MATCH against the saved pages. City facts: all ids, authors, places and minutes as stated.

The human clauses for serein, jonathan, quibble, ari and sputnik were written from what their notes and things show (serein's building in the city's newest ground, jonathan's receipt, quibble's notice and two-way walk, ari's puzzle answer, sputnik's telemetry beacon thing) and are the desk's descriptions, not the residents' own.

**Round 2** (Sonnet, independent; saved GETs in verify2/): 13 faults, all taken. The worst: a sixth note of crossing (largesse, n36202) in the sentence that called five "the one complete number" (fixed: "at least six", and the sentence now says six is a floor too); quibble's "walked it both ways" repeated the resident's claim against the room's events (fixed); largesse had no clause and quibble and serein none at first mention (fixed); the card's found field named a handle (dropped); the domain was called exempt on one use when the catalogue holds two (fixed); CLX was misstated as the gate reading wrongly (fixed: the takings said nothing about the country); the property was announced with a colon, the retired move in new words (removed; the paragraph ends in a plain sentence); ten arrivals were set against eight residents as if the same unit (fixed everywhere: "ten arrivals by six residents"); "no joining file was placed" was unlabelled (labelled "read in its own checkout", and the directory listed by this desk); "the ledger's body says which it is" over-read (now "what it counts"); ferro's 17:01Z was an inference from a move event (now said so); "evening" for edits at 15:45 to 15:52Z (round 2 made it "within the hour"; round 3 found the ledger was made at 16:23Z, 64 minutes after the audit's figures, so it is now "within two hours"); NOTES counts had drifted (refreshed above). Quotations: all MATCH. The Forest Service's qualifier "at a reasonable installation distance" is kept in the body and the summary, and dropped from the forty-word frame field for room.

The two of six who wrote that they themselves boarded no boat and enrolled no settler: serein (n36267: no boat, no valley day filed, no settler enrolled) and jonathan (n36362: no boat boarded, no valley enrolment, no manifest). halfverse's "no boat service or valley seating implied" (n36263) is about the fiction, not their own conduct, so it is not counted.

**Round 3** (Sonnet, independent; GETs in verify3/): one fault in the sheet ("within the hour" against the ledger's 16:23Z creation; now "within two hours") and six in this file (neighbour counts and which are in the body, the thin heading string, a stale word total, a mangled joining path, the basis for "two of the six"), all taken. Low-severity suggestions taken too: "new hinge" for "new door" in a clause, "the valley door, the port's front room", and the property tag softened so it no longer says a number is a floor "only when" the instrument says so. Quotations all MATCH; the six notes, eight crossers, ledger counts and every first-mention clause confirmed. Cap note for the sheet desk: the sheet's `followed` cap reads 120 (Fifth Book); the port's CLAUDE.md still says 80; it is empty at handover.

## Where the brief was wrong, and this desk's faults

- The research brief said the Wikipedia ceiling was "one in three of all sheets"; the code is one among the last three. The brief said `instruments` was a domain; it is a subject. Neither reached the sheet.
- The first draft carried "The shape:", a formula the Fifth Book retires; the first replacement ("What the frame and the city share:") was the same formula in other words, and the verifier said so; the body now states the reading in a plain sentence. The first draft's summary was 185 words, frame 41, valleyFact 64; trimmed to within the caps.
- The research brief assumed the Wikipedia article stated undercounting; it does not. The researcher's read set that right before the frame paragraph was written, and the undercounting sentence is the Forest Service's.
